The major functions of the Zhejiang Provincial Development and Reform Commission are as follows:
1) Drawing up and organizing the implementation of the strategies, middle- and long-term planning, and annual plans of provincial economic and social development; making plans for system reform and establishing the system of developing and planning; making and laying down plans and organizing the overall management of examining and approval, evaluation and adjustment; Making, examining and approving the local planning and key special planning; dealing with and balancing the relations between local planning of industry development, overall planning of land use and urban overall planning and special planning.
2) Dealing with the balance between provincial overall demand and overall supply and coordinating essential percentages, putting forward and implementing the
goals and policies concerning provincial state economy, optimizing of major economic structure and sustainable development strategy; guiding and promoting the harmonious development of local economy, urbanization and the overall development of the urban and rural;
making development planning concerning the territorial management, reasonable utilization of resources, protection of ecologic environment and ocean economy; organizing local cooperation, drawing up the development plans of the under-developed areas, and organizing the aids to the less-developed towns and villages;
presenting the annual plan of turning lands for agricultural use into lands for construction use for key projects and the annual demand-and-supply plan of water resource, organizing the implementation and administration of the aforesaid together with the relevant authorities.
3) Studying and analyzing the economic situations and development status home and abroad, and giving predictions and pre-cautions of macro-economy; collecting and
analyzing the operations of finance, banking and prices, and studying and presenting the suggestions on the controlling policies using such economic methods as finance, banking, investment and price; studying and presenting the development goals and
policies of the provincial direct investment; studying and drawing up the issuing plan, policies and measures of company bonds in the Province, and examining, reviewing and supervising the company bond issue.
4) According to the overall layout of the state economic system reform, with a view to the actual situation in Zhejiang, studying and presenting the overall planning and implementation suggestions of the provincial economic system reform; organizing the test of comprehensive reform; researching the leading, comprehensive and major reform objects; making plans of system reform of investment, planning and price and guiding the implementation.
5) Studying and presenting the total volume of the investment in fixed assets of the society, planning the layout of the major projects; for the comprehensive administration of the investment in fixed assets of the Province, presenting the scale and direction of the financial construction funds of the Province, putting it under the planning management of investment, coordinating and guiding the investment directions of other funds; arranging the infrastructure of the units directly under the Province within the certain limit; together with the relevant authorities administrating the transferal of the equity to the state-owned infrastructure,; studying and setting up the system of administration and supervision of government-invested projects, establishing the reserve of projects; reinforcing and improving the macro-control of the civil investment, leading the establishment of the space layout planning, licensed utilization of resources and entry standard of industries;
confirming the duty exemption of imported equipment using domestic and foreign funds and coordinating the relevant policies on its division of work.
6) Comprehensively administrating the provincial infrastructure; drawing up and implementing the key construction projects; administrating and supervising the provincial key construction projects and key project bidding; administrating the project consulting industry; organizing and administrating the inspection of the provincial major projects.
7) Together with the relevant authorities studying and presenting the development strategy of the utilization of foreign funds and investment abroad, the goals and policies of the balancing of total volume and the structural optimization, and for overall management of foreign debts; arranging and submitting the funding projects of international financing organizations and foreign government, international commercial loan projects and major investment project abroad;
8) Planning administrating the import and export of essential agricultural products, food and material reserve; studying and guiding the planning and layout
of the provincial market circulation infrastructure; studying and presenting the development strategy, planning and policies of the domestic and foreign trade and modern logistics, and coordinating major issues arising out of the reform of the circulation system.
9) Bridging and balancing the social work of population, family planning, technology and technique, education, culture, sanitation, sport and tourism, as well
as national defense construction and national planning of the national economy and social development; studying and presenting the policies of promoting employment, adjusting income allocation, improving social security and other social-and-economic harmonious development; coordinating major issues relating to the development of social work; and for participating in setting down the policies of the reform of social security system.
10) Together with the relevant authorities studying and presenting the goals and suggestions of the development scale, the balancing of total volume, structural adjustment and layout of productivity of the rural and agricultural economy; arranging the major construction projects within the certain limit; dealing with the comprehensive administration and the allocation of the provincial agricultural resource; drawing up the comprehensive development planning of the provincial agriculture, and participating in the comprehensive development of the provincial
agriculture.
11) Studying, presenting and coordinating the controlling goals and policies of main industries of the Province; guiding and promoting the development of the industry and hi-tech industry, promoting the industrialization, informationlization and the application of technology results; arranging the construction projects of
transportation, energy, industry and hi-tech industry; for the development reform of power and the development and application of lanthanon; for the development planning and comprehensive balancing of the provincial gardens (development district); drawing up the development policies and measures of the third industry, studying the development strategy and key policies of the service industry, and coordinating the development of the service industry; and for bridging and coordinating the transportation modes of various kinds.
12) Drafting the relevant law and regulation of national economy, social development (comprehensive) and economic system reform; organizing coordinating
the construction of the provincial credit system; guiding and coordinating the bidding matters in the Province, and laying down the comprehensive policies of the bidding matters in the Province.
13) Administrating such units under the Commission as the Provincial Price Bureau, the Provincial Office of Economic and Technology Cooperation, the Provincial
Institute of Economic Construction and Planning, the Provincial Center of Economic Information, the Provincial Institute of Macro-economy and the Provincial Researching Institute of Reform and Development.
14) Handling other matters entrusted by the Provincial Government.
