Taizhou Section of the Coastal ExpresswayProject site: Taizhou City
Background and construction conditions：
Zhejiang Provincial Coastal Expressway (the second Ningbo-Taizhou-Wenzhou Expressway) is one of 18 linkage expressways in the highway skeleton stated in (2003-2010). The coastal expressway is started from Yunlong on Ningbo Round City Highway, through Yinzhou, Xiangshan, Ninghai, Sanmen, Linghai, Jiaojiang, Luqiao, Wenling, Yunhuan, Yueqing, Wenzhou City Downtown, Ruian, Pingyang and ended in Changnan, its total length is 390km. Taizhou Section of the Coastal Expressway, located in the second section of Zhejiang Coastal Expressway and through 6 Counties and regions, is one longitudinal expressway in the main skeleton of Taizhou City. It spans Sanmen Bay connecting Ningbo City in the north, and spans Yueqing Bay connecting Wenzhou in the south.
Taizhou City has a land area of 9411Km2 and marine area of 80,000 Km2，and population of 560 million persons. In 2007 the GDP of Taizhou City reached 172289 billion RMB yuan, the vehicle amounts reached 310000. With the development of Taizhou Economy, the traffic volumes have become bigger and bigger, the expressway in Taizhou City has gone behind the development of Taizhou Economy. Recently, the vehicle volume on the Taizhou Section of Ningbo-Taizhou-Wenzhou Expressway has been in saturated state. Speeding up construction of Taizhou Section of the Coastal Expressway is needed by the development of Taizhou Economy and for releasing the traffic volume on Taizhou Section of Ningbo-Taizhou-Wenzhou Expressway.
Construction scale and contents：
The estimated total investment is about 128 billion RMB Yuan (17 billion USD). The project is proposed to introduce foreign capital about 0375 billion USD. The project is totally 143km long including 12 super long bridges 7139 meters totally，76 long＼medium and small bridges 3667 meters totally，3 long tunnels 5530meters totally, 17 medium and small tunnels 6700 meters totally, 1 hub interchange, 14 interchanges, 4 service areas and 17 toll stations. By estimation, the project investment return period is 168 years (not including construction period 4 years), the loan return period is 136 years (not including construction period 4 years).
Preparation and progress status:
Recently the pre-feasibility study report has been completed and optimized by Zhejiang Provincial Planning Design and Research Institute of Communications, the construction cost is reduced further. Taizhou City has set up City-level and County-level Construction Command Committees and assigned special departments and personnel to manage the pre-phase preparation works. Cooperation mode and contents:
1. The foreign party shall have a capital amount over 125 billion USD, and the net capital scale shall be over 0375 billion USD. The one of strong comprehensive strength and experience in investment and construction in infrastructure will be preferred.
2. The foreign party and Chinese party shall found project legal person company and cooperatively invest to construct the project, share the profit after investment based on profit and share hold ratio.
3. Share investment BOT：According to domestic expressway BOT run mode, the foreign party is the legal person of the project for expressway B. the project legal person shall be responsible for the investment and financing, constructing, operating and administration for the project in the special allowable period. The project will be transferred after the termination of the special allowable period.
